[Bug] Download speed starts dropping

Hi!

After I changed my OS from Windows Vista to Windows XP Professional SP3, the download speed in Free Download Manager starts decreasing as soon as it reaches the maximum speed.

I know the problem is in FDM because the problem is recurrent and I've tested all the links using other download managers, which keep the maximum speed.

I have a 100 Mb fiber optic internet connection and I'm connected to my router through ethernet.
I'm using FDM 3.8 build 1173.

I hope you find why this happens.
